Affordable Housing Partnership Program (AHPP)
CalHFA partners with over 300 localities (cities, counties, housing authorities, nonprofit entities, and redevelopment agencies) to offer AHPP. This program is intended for low and moderate income first-time homebuyers who meet specified income limits and who are purchasing a new or existing home anywhere in California.
The California Housing Finance Agency (CalHFA) does not provide funding or administer the approved AHPP programs but has approved its use in partnership with our first mortgages by those localities approved by CalHFA. PROGRAM ELIGIBILITY

Review the guidelines below for both “Borrower” and “Property” Requirements to determine if you may be eligible to apply for the AHPP program.
Borrower Requirements
General borrower requirements:
- You must meet all eligibility requirements of the CalHFA first mortgage program for which you are applying, including: citizenship, income limits, credit score, homebuyer education etc.

Property Requirements
General property requirements:
- The property must meet all eligibility requirements of the CalHFA first mortgage program for which you are applying, including: occupancy, sales prices limits, property guidelines etc.

CalHFA FHA (Targeted Areas) Loan Program
Areas that are "targeted" by the Federal Government were identified in the 2000 Census as areas in California where 70 percent of the families who live there earn an income that is 80 percent or less than the statewide median income. Thirty-three (33) of California's 58 counties have targeted areas - with Los Angeles having almost half.
(While cities, counties and other governmental agencies may also have specific areas in their jurisdiction "targeted" for other program purposes, only those census tracts identified by the Federal Government as "targeted" are used for CalHFA's purposes, as it relates to a waiver of the first-time homebuyer requirement, sales price limits and certain income limits.)
How do I locate Targeted Areas in California?
- Use this list of qualified census tracts by county to assist you in finding and viewing maps of the targeted areas within each county. Open the list, and then click on the different tract codes to view a map of each targeted area.
- If you have a street address, you can find the census tract number in which the property is located to compare with the list above by visiting the FFIEC web site
MINIMUM BORROWER CONTRIBUTION
Is there a minimum contribution that I need in addition to this down payment assistance?
Check with the AHPP partner for minimum borrower contribution requirements specific to their program.
When an AHPP program is used in combination with the CalHFA CHDAP program, a minimum contribution of 1% of the sales price or $1,000 whichever is greater, is required from the borrower(s) own funds.
