Request For Proposals (RFP)
Multifamily Asset Management Inspection Services - Submission deadline: November 27, 2019
The California Housing Finance Agency (the “Agency” or “CalHFA”) is issuing this Request for Proposal (“RFP”) because it is in need of inspection services for developments in the CalHFA Multi-Family Risk Share portfolio and developments in the CalHFA Multi-Family non-Risk Share Portfolio. Developments insured under the U.S. Department of Housing and Urban Development (“HUD”) Risk Share program must be inspected by individuals certified in the REAC inspection protocol and must meet all requirements established by HUD. Inspections of the non-Risk Share developments must meet all requirements established by CalHFA. HUD designates an “ideal future date” and all inspections must be performed within ninety (90) days of this date. Properties are required to be inspected at a minimum of once every three years, dependent upon previous inspection scores and as instructed by HUD. CalHFA currently has inspectors on staff and intends to establish a contract to provide overflow inspection services as needed.
The Agency is seeking a contractor(s) to perform such services for a term of twelve (12) months subject to negotiation of the final contract with the selected respondent.
Selection of Solution Provider for Design, Development and implementation of Mortgage Document processing IT Solution Powered by Artificial Intelligence (AI) - Submission deadline: November 15, 2019
The division of Single-Family Lending’s objective is to continue to improve its electronic loan review operations by adopting Optical Character Recognition (OCR) and Artificial Intelligence (AI) technology and implementing a machine-based mortgage document processing solution. The purpose of this Request for Proposal (RFP) is to secure a contract with a solution provider with the expertise in AI technology.

The Agency intends this RFP to assist you in documenting your compliance with the exemption to the Rule in order to allow your entity to provide advice and recommendations to us. This RFP is being posted on the Agency website, constituting a public dissemination of this RFP. The Agency hereby notifies all interested and qualified investment banking firms, brokers, dealers, and financial services entities that it wishes them to provide advice and recommendations in connection with a municipal financial product and/or the issuance of municipal securities (as such terms are defined in the Rule) as described herein.
