Introduction

The California Housing Finance Agency will be the administrator for the California Dream for All program, as laid out in Senate Bill 197. CalHFA is authorized to provide shared-appreciation loans to help low- and moderate-income first-time homebuyers achieve homeownership. The shared appreciation loans will provide funding to assist with down payments and closing costs.

Current Status

Program Design

The California Housing Finance Agency is currently drafting program terms for the CA Dream for All Program.

There were three virtual Listening Sessions on September 8, 16 and 20 for interested parties to share their thoughts and suggestions on how the program might be designed to maximize the use of the funds and how to best serve homebuyers.

While the official comment period is now closed, if you were not able to make the listening sessions or provide input on our survey, you may continue to submit comments by email to feedback@calhfa.ca.gov.

Next Steps

We are currently working on the design of the California Dream For All program in concert with stakeholders in the private and public sectors, and we anticipate the program being available to lenders in early 2023. Once the program is available, CalHFA approved lenders will be able to offer the Dream for All Shared Appreciation Loan and make loan reservations in the CalHFA system. We anticipate that our lenders will need some time to build out their systems and train their staff before offering the Shared Appreciation Loan product to consumers.
