California Affordable Housing Management System (CAHMS)

California Housing Management System (CAHMS), launched in April 2026, is a centralized, secure platform designed to simplify document submissions for housing developers across California.

Developed through a multi-agency collaboration between CalHFA, the Department of Housing and Community Development (HCD), and the California Tax Credit Allocation Committee (CTCAC), this platform supports the implementation of California Assembly Bill 2006 (AB2006) and represents a major step forward in improving transparency, efficiency, and coordination in the state's affordable housing compliance monitoring.

This platform is intended for owners and sponsors of affordable housing developments subject to AB2006 compliance requirements with more than one agency involved.

Processes Accepted Through CAHMS

CAHMS is designed to facilitate submissions for the following requests that involve more than one state agency.

Important Note: For requests involving only one agency (CalHFA, HCD, or CTCAC), please continue to follow the existing submission protocols specific to that agency. CAHMS is intended exclusively for multi-agency coordination.

Submission Requirements

CAHMS is only for requests involving two or more agencies (CalHFA, HCD, and/or CTCAC).

  • Use CAHMS for multi-agency submissions only
  • Do not use CAHMS for requests involving a single agency
    • Important: Submissions made in CAHMS for single-agency request are not routed or processed.
